{"id":9448,"date":"2024-04-21T21:29:05","date_gmt":"2024-04-21T18:29:05","guid":{"rendered":"https:\/\/coatinginstitute.org\/?p=9448"},"modified":"2026-05-13T14:38:10","modified_gmt":"2026-05-13T11:38:10","slug":"etep-road-marking","status":"publish","type":"post","link":"https:\/\/coatinginstitute.org\/en\/etep-road-marking\/","title":{"rendered":"The Troubled Story of a Greek Technical Specification"},"content":{"rendered":"<h2>\u201cTwo Steps Forward, One Step Back\u201d \u2014 Dancing Tango with Greek Technical Legislation<\/h2>\n<p data-start=\"662\" data-end=\"857\">I will begin with some slightly boring, but historically important, information about <strong data-start=\"748\" data-end=\"776\">Technical Specifications<\/strong>. Anyone who wishes may skip directly to the present by reading the next section.<\/p>\n<p data-start=\"859\" data-end=\"1028\">The existence of complete and updated standard technical specifications for all sectors of <strong data-start=\"950\" data-end=\"966\">Public Works<\/strong> had long been a standing demand of all stakeholders involved.<\/p>\n<p data-start=\"1030\" data-end=\"1313\">The first institutional effort was made in 2002 through the Joint Ministerial Decision <strong data-start=\"1117\" data-end=\"1174\">DO\/O\/98\/F.1510\/21-10-2002 \u2014 Government Gazette B 1363<\/strong>, issued by the Ministers of YPECHODE and Interior, Public Administration and Decentralisation, establishing two Project Management Groups.<\/p>\n<p data-start=\"1315\" data-end=\"1545\">The second Project Management Group was responsible for coordinating and managing the implementation of the section titled <strong data-start=\"1438\" data-end=\"1499\">\u201cTechnical Specifications and Cost Determination Systems\u201d<\/strong> and operated from late 2002 until early 2006.<\/p>\n<p data-start=\"1547\" data-end=\"1727\">In cooperation with the <strong data-start=\"1571\" data-end=\"1614\">Institute of Construction Economy \u2014 IOK<\/strong>, a total of <strong data-start=\"1627\" data-end=\"1689\">440 PETEPs \u2014 Provisional National Technical Specifications<\/strong> were delivered between 2005 and 2006.<\/p>\n<p data-start=\"1729\" data-end=\"1983\">The term \u201cprovisional\u201d was used because these specifications required consultation with the remaining stakeholders before being officially institutionalised. Subsequently, the provisional specifications would become standardised technical specifications.<\/p>\n<p data-start=\"1985\" data-end=\"2195\">These first PETEPs, coded as <strong data-start=\"2014\" data-end=\"2029\">XX-XX-XX-XX<\/strong>, were uploaded to the website of the General Secretariat for Public Works, <strong data-start=\"2105\" data-end=\"2120\"><a class=\"decorated-link\" href=\"http:\/\/www.ggde.gr\" target=\"_new\" rel=\"noopener\" data-start=\"2107\" data-end=\"2118\">www.ggde.gr<\/a><\/strong>, for further consultation and comments, bearing the watermark <strong data-start=\"2183\" data-end=\"2194\">\u201cdraft\u201d<\/strong>.<\/p>\n<p data-start=\"2197\" data-end=\"2272\">During the period 2006\u20132010, a further <strong data-start=\"2236\" data-end=\"2256\">220 PETEP titles<\/strong> were processed.<\/p>\n<p data-start=\"2274\" data-end=\"2539\">Although the work of drafting and publishing the first 440 PETEPs had already been completed by 2006, they were never put into force. A considerable period of time was spent discussing how they should be implemented \u2014 through a Ministerial Decision or through ELOT.<\/p>\n<p data-start=\"2541\" data-end=\"2655\">Eventually, in 2009, it was decided that the PETEPs would be institutionalised through the procedures of <strong data-start=\"2646\" data-end=\"2654\">ELOT<\/strong>.<\/p>\n<p data-start=\"2657\" data-end=\"2994\">In August 2009, following a contract signed with YPECHODE, ELOT undertook the transformation of PETEPs into <strong data-start=\"2765\" data-end=\"2810\">ETEPs \u2014 Hellenic Technical Specifications<\/strong>. This involved formatting the texts according to the structure of European Standards \u2014 CEN drafting rules \u2014 and updating the references to the European Standards in force at the time.<\/p>\n<p data-start=\"2996\" data-end=\"3131\">The ETEPs would retain the coding of the PETEPs, with the addition of the prefix <strong data-start=\"3077\" data-end=\"3093\">ELOT TP 1501<\/strong> to the original code <strong data-start=\"3115\" data-end=\"3130\">XX.XX.XX.XX<\/strong>.<\/p>\n<p data-start=\"3133\" data-end=\"3254\">The notification process of the ETEPs to the EU through ELOT was completed, and the EU\u2019s agreement was given in May 2010.<\/p>\n<p data-start=\"3256\" data-end=\"3469\">Finally, <strong data-start=\"3265\" data-end=\"3284\">440 ETEP titles<\/strong> were approved by decision of the Alternate Minister of Development, Competitiveness, Infrastructure, Transport and Networks and published in <strong data-start=\"3426\" data-end=\"3468\">Government Gazette 2221 B \/ 30-07-2012<\/strong>.<\/p>\n<p data-start=\"3471\" data-end=\"3655\">In 2014 and 2016, the mandatory application of <strong data-start=\"3518\" data-end=\"3530\">67 ETEPs<\/strong> was suspended through Ministerial Decisions, and the Ministry recommended the use of the corresponding older PETEPs instead.<\/p>\n<p data-start=\"3657\" data-end=\"3844\">Most of these \u2014 <strong data-start=\"3673\" data-end=\"3685\">70 ETEPs<\/strong> \u2014 returned with new texts in 2019 through Decision <strong data-start=\"3737\" data-end=\"3795\">D22\/4193\/22.11.2019 \u2014 Government Gazette 4607 B \/ 2019<\/strong> of the Ministry of Infrastructure and Transport.<\/p>\n<p data-start=\"3846\" data-end=\"4213\">From 2021 to 2023, ELOT began the revision of the first edition of <strong data-start=\"3913\" data-end=\"3926\">314 ETEPs<\/strong>, aiming to check and ensure their compatibility with Union law, the applicable European Standards and, where such standards did not exist, with International Standards, European Regulations and National Legislation, in accordance with <strong data-start=\"4162\" data-end=\"4212\">Article 42 paragraph 3 of Directive 2014\/24\/EU<\/strong>.<\/p>\n<p data-start=\"4215\" data-end=\"4492\">The public consultation took place in four phases and, from December 2022 to March 2024, all ETEPs of the first revision and 18 of the second revision were approved and published in the Government Gazette through three decisions of the Ministry of Infrastructure and Transport.<\/p>\n<p data-start=\"4494\" data-end=\"4602\">The validity of these three decisions begins three months after their publication in the Government Gazette.<\/p>\n<h2 data-section-id=\"rgqh7h\" data-start=\"4604\" data-end=\"4638\">The Case of Road Marking Paints<\/h2>\n<p data-start=\"4640\" data-end=\"4763\">Road marking and, by extension, the requirements for road marking paints were defined by <strong data-start=\"4729\" data-end=\"4750\">PETEP 05-04-02-00<\/strong> in May 2006.<\/p>\n<p data-start=\"4765\" data-end=\"4789\">The code corresponds to:<\/p>\n<ul data-start=\"4791\" data-end=\"4929\">\n<li data-section-id=\"hmyzy5\" data-start=\"4791\" data-end=\"4813\"><strong data-start=\"4793\" data-end=\"4799\">05<\/strong> \u2014 Road Works.<\/li>\n<li data-section-id=\"10bh16u\" data-start=\"4814\" data-end=\"4833\"><strong data-start=\"4816\" data-end=\"4822\">04<\/strong> \u2014 Signage.<\/li>\n<li data-section-id=\"g5hp09\" data-start=\"4834\" data-end=\"4884\"><strong data-start=\"4836\" data-end=\"4842\">02<\/strong> \u2014 Horizontal marking of traffic surfaces.<\/li>\n<li data-section-id=\"ygvrb0\" data-start=\"4885\" data-end=\"4929\"><strong data-start=\"4887\" data-end=\"4893\">00<\/strong> \u2014 Specific technical specification.<\/li>\n<\/ul>\n<h2 data-section-id=\"13jz98v\" data-start=\"4931\" data-end=\"4956\">The First Step Forward<\/h2>\n<p data-start=\"4958\" data-end=\"5168\">On <strong data-start=\"4961\" data-end=\"4979\">4 January 2023<\/strong>, during the fourth phase of the revision of the 314 ETEPs, the draft <strong data-start=\"5049\" data-end=\"5082\">ELOT TP 1501-05-04-02-00:2022<\/strong> was submitted for consultation, with a deadline for comments on <strong data-start=\"5147\" data-end=\"5167\">21 February 2023<\/strong>.<\/p>\n<p data-start=\"5170\" data-end=\"5412\">The comments and the final text of the standard \/ ETEP were never published. The text appeared only on <strong data-start=\"5273\" data-end=\"5290\">26 March 2024<\/strong> in <strong data-start=\"5294\" data-end=\"5330\">Government Gazette 1890 B \/ 2024<\/strong>, through Decision <strong data-start=\"5349\" data-end=\"5363\">70969\/2024<\/strong> of the Ministry of Infrastructure and Transport.<\/p>\n<p data-start=\"5414\" data-end=\"5545\">The ETEP, now the standard <strong data-start=\"5441\" data-end=\"5474\">ELOT TP 1501-05-04-02-00:2023<\/strong>, titled <strong data-start=\"5483\" data-end=\"5515\">\u201cRoad Marking of Road Works\u201d<\/strong>, states in its foreword that:<\/p>\n<blockquote data-start=\"5547\" data-end=\"6071\">\n<p data-start=\"5549\" data-end=\"5841\">\u201cIt was prepared by experts and checked and evaluated by an editor \/ specialist expert in its field, who supported the work of ELOT\/TE99 \u2018Specifications for Technical Works\u2019, whose secretariat is held by the Standardisation Directorate of the Hellenic Organisation for Standardisation \u2014 ELOT.<\/p>\n<p data-start=\"5846\" data-end=\"6071\">The text of this Hellenic Technical Specification ELOT TP 1501-03-07-06-01 was approved on 2023-03-24 by ELOT\/TE 99 in accordance with the regulation for the drafting and publication of Hellenic Standards and Specifications.\u201d<\/p>\n<\/blockquote>\n<p data-start=\"6073\" data-end=\"6171\">Obviously, the ETEP number is incorrect and should normally refer to <strong data-start=\"6142\" data-end=\"6170\">ELOT TP 1501-05-04-02-00<\/strong>.<\/p>\n<p data-start=\"6173\" data-end=\"6286\">Nevertheless, the new revision is largely rationalised and introduced improvements, as shown in the tables below.<\/p>\n<h2 data-section-id=\"k6mu05\" data-start=\"6288\" data-end=\"6314\">The Second Step Forward<\/h2>\n<p data-start=\"6316\" data-end=\"6411\">The requirement for wheel passages was reduced for paints to <strong data-start=\"6377\" data-end=\"6410\">P6 \u2014 2,000,000 wheel passages<\/strong>.<\/p>\n<p data-start=\"6413\" data-end=\"6674\">At the same time, in the performance requirements of the material \u2014 according to <strong data-start=\"6494\" data-end=\"6505\">EN 1463<\/strong> \u2014 the requirement for measuring the retroreflection coefficient under wet conditions, <strong data-start=\"6592\" data-end=\"6599\">RLR<\/strong>, was removed. This was a parameter that some laboratories did not measure.<\/p>\n<p data-start=\"6676\" data-end=\"6791\">The requirement for the retroreflection coefficient during rain, <strong data-start=\"6741\" data-end=\"6748\">RLW<\/strong>, was also reduced from <strong data-start=\"6772\" data-end=\"6779\">RW2<\/strong> to <strong data-start=\"6783\" data-end=\"6790\">RW1<\/strong>.<\/p>\n<p data-start=\"6793\" data-end=\"6994\">However, the most important change was the rationalisation of the high skid resistance requirement from <strong data-start=\"6897\" data-end=\"6903\">S3<\/strong> to <strong data-start=\"6907\" data-end=\"6913\">S1<\/strong>, since this was the requirement that most commercial products failed to satisfy.<\/p>\n<p data-start=\"6996\" data-end=\"7240\">To explain this briefly for non-specialists: in a road marking paint, in order to achieve a high retroreflection coefficient \u2014 in other words, to be visible at night \u2014 special glass beads are added, reflecting the light from vehicle headlights.<\/p>\n<p data-start=\"7242\" data-end=\"7360\">At the same time, in order for a road marking paint to have anti-skid properties, special coarse aggregates are added.<\/p>\n<p data-start=\"7362\" data-end=\"7507\">These two additives act competitively within the paint, and it is very difficult to achieve high performance in both parameters at the same time.<\/p>\n<h2 data-section-id=\"1h033gm\" data-start=\"7509\" data-end=\"7559\">Table 1. section on acceptable materials, the reference to material durability as a percentage of remaining surface was removed, although it still exists as a general requirement in the standard.<\/p>\n<h2 data-section-id=\"qcga4h\" data-start=\"9363\" data-end=\"9383\">The One Step Back<\/h2>\n<p data-start=\"9385\" data-end=\"9516\">And while we had taken two steps forward after almost 18 years, paragraph <strong data-start=\"9459\" data-end=\"9466\">4.1<\/strong> was added, taking us at least 10 years backwards.<\/p>\n<blockquote data-start=\"9518\" data-end=\"10097\">\n<p data-start=\"9520\" data-end=\"9543\"><strong data-start=\"9520\" data-end=\"9543\">4.1 Solvent Content<\/strong><\/p>\n<p data-start=\"9548\" data-end=\"9739\">The use of road marking materials and systems whose paints contain a low percentage of volatile organic compounds \u2014 Low VOC \u2014 is recommended for reasons of environmental and personnel safety.<\/p>\n<p data-start=\"9744\" data-end=\"9849\">The content of volatile organic solvents in all road marking materials must not exceed <strong data-start=\"9831\" data-end=\"9848\">25% by weight<\/strong>.<\/p>\n<p data-start=\"9854\" data-end=\"10097\">The percentage of aromatic solvents classified in categories <strong data-start=\"9915\" data-end=\"9934\">T+ \u2014 very toxic<\/strong> and <strong data-start=\"9939\" data-end=\"9952\">T \u2014 toxic<\/strong> is required to be less than <strong data-start=\"9981\" data-end=\"9999\">0.1% by weight<\/strong>, while the percentage of those classified as <strong data-start=\"10045\" data-end=\"10061\">Xn \u2014 harmful<\/strong> must be less than <strong data-start=\"10080\" data-end=\"10096\">1% by weight<\/strong>.<\/p>\n<\/blockquote>\n<p data-start=\"10099\" data-end=\"10273\">It is worth stressing that this paragraph did not exist at all in the standard under consultation in 2023 and was added by someone with very limited knowledge of the subject.<\/p>\n<p data-start=\"10275\" data-end=\"10545\">It is understandable that everyone is trying to produce paints that are more environmentally friendly. However, at present, solvent-based road marking paints with <strong data-start=\"10438\" data-end=\"10471\">25% by weight solvent content<\/strong> are not commercially available, and any exception simply proves the rule.<\/p>\n<p data-start=\"10547\" data-end=\"10791\">Not only that, but in the paragraph describing acceptable materials, it is also required that the certificate should state the composition percentage by weight of solvent \u2014 something that, until now, is not explicitly stated in any certificate.<\/p>\n<p data-start=\"10793\" data-end=\"10965\">Therefore, until any new certificate is issued \u2014 including the research required for paints of a new composition \u2014 no road marking paint containing solvents will be usable.<\/p>\n<p data-start=\"10967\" data-end=\"11131\">And while many fellow scientists might see this as a challenge for research and development of new products, the second paragraph takes us all many years backwards.<\/p>\n<p data-start=\"11133\" data-end=\"11371\">The hazard classification of solvents in this paragraph of the standard is made according to the <strong data-start=\"11230\" data-end=\"11282\">DSD \/ DPD Regulation \u2014 67\/548\/EEC and 1999\/45\/EC<\/strong>, which has been replaced since <strong data-start=\"11314\" data-end=\"11329\">1 June 2015<\/strong> by the <strong data-start=\"11337\" data-end=\"11370\">CLP Regulation \u2014 EC 1272\/2008<\/strong>.<\/p>\n<p data-start=\"11373\" data-end=\"11436\">This makes interpretation of the standard very difficult today.<\/p>\n<p data-start=\"11438\" data-end=\"11636\">But even if we entered a time machine and went back to 2015, we would easily discover that all common solvents still used in acrylic road marking paints were at least classified as <strong data-start=\"11619\" data-end=\"11635\">Xn \u2014 harmful<\/strong>.<\/p>\n<p data-start=\"11638\" data-end=\"11720\">Therefore, according to the standard, their content must be only <strong data-start=\"11703\" data-end=\"11719\">1% by weight<\/strong>.<\/p>\n<p data-start=\"11722\" data-end=\"11871\">In practice, the addition of this paragraph removes the possibility of using solvent-based road marking paints in all projects from <strong data-start=\"11854\" data-end=\"11870\">26 June 2024<\/strong>.<\/p>\n<h2 data-section-id=\"1g5aw3h\"
